What are the energiattest and energimerking?
The energiattest is Norway's Energy Performance Certificate. It is produced by registering a building's technical data in a national system, which Enova then presents as a report. Energimerking is the process of registering and analysing the building's energy performance.
The energy grade tells you how much energy is delivered to the commercial building, and of what kind. When buying or leasing commercial premises, the certificate is a good indicator of the technical condition of the property.

Why certify a building?
A certificate is mandatory on sale, letting and new build, and certification brings you several further benefits.
Meeting statutory requirements
The Energy Labelling Regulations require a certificate on sale (§ 5), on letting (§ 6) and on completion of a new building (§ 7). Section 8 applies where more than 250 m² of the heated floor area is used by public authorities and the building is frequently visited by the public, or where more than 250 m² is used by ministries, directorates or state supervisory bodies.

Reducing running costs
Most Norwegian banks now require an energy grade before granting or refinancing a loan. A growing number also offer better lending terms for buildings graded C or above.
Avoiding fines and claims
NVE, the Norwegian energy regulator, has the authority to carry out inspections and issue daily fines of up to 3,000 NOK per day. Buyers and tenants are entitled to the energy grade under the Energy Labelling Regulations.
